Sort of . . . except it's a big trend in football nowadays. Certain massive owners (really, business groups) will hold multiple clubs, allowing them to transfer players between their own clubs more easily. One club can almost serve as an "academy" for another, which includes coaching staff.
I have a hunch it can also be used to fudge the finances a bit when necessary (e.g., paying above-
or below-market value for a player to avoid FFP).

Whilst there is very little information on it, that doesn't appear to be what's being suggested here...yet anyway.

Even if no formal tie up, I'm sure an informal exchange program for teenage players, and maybe coaches progressing through badges, back and forth wouldn't do either any harm in their development.
